CMS serves as the Performance-Based Contract Administrator (PBCA) for the Department of Housing and Urban Development (HUD) for Project Based Section 8 properties in the states of Washington, Nebraska, Utah, and Hawaii. CMS maintains a service-oriented approach designed to assist property owners and agents in understanding and complying with the many complex federal housing regulations pertaining to their properties. To accomplish our core mission to assist in the provision of quality affordable housing to low-income families, CMS provides training to HUD, housing authorities, and owners and management agents nationwide.
All proceeds from our work and training programs directly fund affordable housing in Bremerton, WA. Bremerton is a mid-size community facing unique housing challenges. Located in Western Washington, 14 miles and an hour ferry ride across the water from Seattle, the city also lies between two Navy shipyards. With the drastic change in population each time an aircraft carrier sails in and out of port and the constant expansion of Seattle, housing affordability is continually at risk.
Kristy has been working in the industry for over 20 years. Her experience includes roles as the Quality Control Manager, PBCA Contracts Manager and now the Compliance Manager at CMS. In her current position, she oversees all aspects of daily operations relating to occupancy, MORs and resident inquiries. She trains on the subjects of Third Party Income Verification, Income and Asset Calculations, Tenant File Review and Preparing for an MOR.
As the Voucher Manager for CMS, Lori oversees the day-to-day processing and operations of the voucher department. During her over 13 years at CMS, she has specialized in PBCA Voucher processing, Special Claims, Quality Assurance, training development, delivery of quality customer service, and technical assistance. She provides TRACS and Special Claims training across the nation to Owners and Agents and attends regular HUD industry meetings.
As the Contracts Manager for CMS, Jenny oversees the processing of Contract Renewals and annual Rent Adjustments for over 600 properties in three HUD regions. During her 9 years at CMS, she has worked in all aspects of the Contracts Department and served as the PBCA Technical Advisor for four years. Jenny trains on the subjects of Contract Renewals, Rent Adjustments, and Utility Allowance Analysis.
