Final COVID-19 Supplemental Payment Request Form Now Available

The final version of the HUD 52671-E CSP Request Form to be used in owner submissions under the fifth round of COVID-19 Supplemental Payments (CSPs) is now posted. Please see the “Tips and Explanations” document for how to complete the form.

The COVID-19 Supplemental Payments Housing Notice makes more than $158 million in supplemental operating funds available to owners/agents of Multifamily assisted properties for protecting residents and staff from COVID-19.


Requests Due February 21, 2023

Owners can now submit payment requests for expenses incurred through January 31, 2023. The deadline to submit reimbursement requests to HUD or the Contract Administrator is February 21, 2023.


Please review the Notice H 2022-06 for detailed information about eligible expenditures and transaction timeframes, including accommodations for delayed installation of certain capital items under contract for delivery later this year.

About COVID-19 Supplemental Payment (CSP) funding

On November 1, 2022, The U.S. Department of Housing and Urban Development’s (HUD) Office of Multifamily Housing Programs announced that it would open an application period for COVID-19 Supplemental Payment (CSP) funding to provide owners of Multifamily properties participating in assisted housing programs an opportunity to apply for more than $148 million in supplemental operating funds to support expenses associated with protecting residents and staff from COVID-19. Owners of properties participating in HUD’s Section 202 Housing for Low- and Very-Low Income Elderly, Section 811 Housing for Low- and Very-Low Income Persons with Disabilities, and Section 8 Project-based Rental Assistance programs are eligible to receive reimbursements from this pool of funds for eligible expenses incurred from March 27, 2020, through January 31, 2023.

COVID-19 Supplemental Payment (CSP) funds were allocated by Congress under the Coronavirus Aid, Relief and Economic Security Act. CSP funds help address operating cost increases incurred by owners to prevent, prepare for, or respond to COVID-19 at their properties. These payments supplement rental assistance funding.
