About Special Claims for Vacancy, Damage, and Unpaid Rent
A Section 8 project owner may claim reimbursement from the Contract Administrator –to the extent provided in the HAP contract — for unpaid rent, resident damages, and vacancy losses on covered units. Eligible claims must be pre-approved before being submitted with owner’s monthly voucher.
Our Role
The CMS voucher team analyzes, verifies, adjusts and approves Owner submitted reimbursement requests for unpaid rent, resident damages, and vacancy losses on covered units. A detailed Special Claims checklist is available online to assist Owners in preparing a complete request packet.
TRACS information is compared to Owner-submitted documentation to ensure Special Claims requests are calculated correctly. Special Claims for Section 8 reimbursement must be received within 180 days of unit availability. Special Claims must include a signed HUD 52670-A Part 2 summarizing all units included in the request. A signed HUD-52671-C (vacancy) or a HUD-52671-A (unpaid rent/damage) form must be submitted for each unit listed on the HUD 52670-A Part 2.
