Project Based Rental Assistance Payments to Continue Following OMB January 27, 2025 Memorandum
On January 27, 2025 the Office of Management and Budget (OMB) issued a memorandum temporarily pausing federal agency grant, loan, and other financial assistance programs. The memorandum required agencies to review and assess funding programs in alignment with the Administration’s priorities. As part of this review, federal agencies have been directed to pause the issuance of new awards and the disbursement of funds under open awards, except where required by law.
We understand that this announcement and its subsequent rescission have raised concerns regarding the impact on Section 8 Project-Based Rental Assistance (PBRA) payments through Housing Assistance Payment (HAP) contracts. We have received confirmation from HUD headquarters, via OMB, that rental assistance payments will not be paused. We understand how disruptive these actions are to the affordable housing industry, and we are closely tracking this issue along with the additional challenges it may present in the coming weeks.
