Public Comment Period Open for Revisions to HOTMA Forms

HUD has announced the deadline to submit comments on the revised versions of many important forms, which have been updated to include HOTMA regulations. This includes forms that many of us use in our everyday work, like the HUD-50059, the HUD-9887/9887-A, and the HUD Model Leases.

Back in July, HUD published these forms to their HOTMA Related Forms Drafting Table. On Monday, September 15, 2025, HUD published the 30-day Notice of Proposed Information Collection in the Federal Register. Comments on the forms are due by October 17, 2025.

CMS encourages our partners to lend their voice to this public comment period. This is not just another bureaucratic process; it is a direct opportunity to shape the forms and procedures we all use daily to process move-ins, annual recertifications, and interim adjustments.

By sharing your feedback on what works and what doesn’t, you can help us collectively advocate for a more efficient, clear, and less burdensome process. This is our chance to streamline the paperwork, reduce potential for errors, and ensure that the final forms accurately reflect the realities of managing Project-Based Section 8 housing, ultimately benefiting our shared mission of providing safe and affordable housing.

Comments and recommendations can be submitted via https://www.reginfo.gov/public/do/PRAMain. To comment on the HOTMA forms, use the search function to find items that are “Currently Under Review – Open for Public Comments”, and then search for OMB Control Number 2502-0204.
