EIV Documentation for MOR Reviews

We’d like to share a friendly reminder regarding Enterprise Income Verification (EIV) documentation for Management and Occupancy Reviews (MORs) conducted by your Performance-Based Contract Administrator (PBCA).

To help protect tenant privacy and maintain compliance with HUD data security requirements, owner/agents should not submit EIV reports or any EIV-related personal identifiable information (PII) to the PBCA as part of tenant file reviews.

What to Provide for MOR Reviews

Instead of submitting EIV reports, please include:

  • The date the EIV report was generated, and
  • A brief description of how the information was reviewed or addressed

Examples include:

  • “EIV Income Report reviewed on 3/12/2025; no discrepancies noted.”
  • “EIV discrepancy identified and resolved with third-party verification.”

 Additional Information

  • PBCA staff will not review EIV reports that are submitted with MOR responses.
  • EIV reports must be retained securely in accordance with HUD record retention and data security requirements.
  • This process supports an efficient MOR review while ensuring continued protection of sensitive tenant information.
