UA Baseline Preparation: Start Early – 180 Days in Advance of Funding Expiration
Preparing your Utility Allowance (UA) baseline submission takes time and coordination, so starting early can make all the difference. We recommend beginning your preparation at least 180 days before your funding expiration date. Early planning helps improve accuracy, supports compliance, and reduces last-minute challenges.
To get started:
- Review HUD Notice 2015-04 and the accompanying FAQs to ensure you understand HUD’s requirements for establishing utility allowance baselines and the documentation that must be maintained.
- Coordinate with utility providers early. Each provider may have different procedures or data requirements. Reaching out well in advance gives you time to obtain the necessary information.
- Verify tenant release forms are complete and current. Properly executed release forms must be in place before collecting utility usage data. Missing documentation can delay the process, affect rent adjustments, or impact contract renewals.
Start preparing your UA baseline submission today. Review your timeline, contact your utility providers, and confirm your tenant release forms are in place to stay on track. Go to cms-results.com for checklist and helpful tools.
